Flight Training Security Program (FTSP)
“Formally known as Alien Flight Student Program (AFSP)”
The Transportation Security Administration (TSA) has set up a system in which all Non-U.S. citizens must now register under the Flight Training Security Program (FTSP). The mission of the program is to ensure that Non-U.S. Citizen candidates seeking training at flight schools regulated by the Federal Aviation Administration (FAA) do not pose a threat to aviation or national security.

Follow the steps below to complete your FTSP application.
INSTRUCTIONS
PART 1 - REGISTER
Register in the Candidate Portal.*
*skip to part 2 if already registered.
Enter Personal Information - Enter Personal Information EXACTLY as it appears on your Passport. First, Middle, and Last Name as well as Suffix and Date of Birth EXACTLY as they appear on your passport. Also, provide your Phone Number.
Enter Passport Information - To verify your identity, the TSA requires a Passport number. Provide the Passport Number, Passport Type (usually regular), Issue Date, Expiration Date, Issuing Country, and City. If you do not have a passport, please see FAQs for other acceptable forms of documentation.
Create a User ID - Create a User ID, provide a valid E-mail Address, and Verify it. The User ID will be a permanent feature of your account. It is used when communicating and transmitting documents between other agencies such as the FBI for fingerprinting purposes. Your User ID is permanent and cannot be changed. Please provide a valid personal email address. TSA will email your temporary password and Log In instructions to this e-mail address. Make sure the e-mail address you provide is valid and you have access to it. The TSA will use your e-mail as the main mean of communication throughout the application process.
Create Security Questions - Provide an Answer to three security questions. Be sure to remember these along with your Password in case you have issues logging in at a future date.
Verify/Digitally Sign - Digital ID Confirmation.
Submit - Enter the code shown in the box and submit.
BE SURE TO KEEP YOUR USER ID, PASSWORD, AND SECURITY QUESTIONS IN A SAFE PLACE.
Log In on the Top Right corner of the FTSP home page, above Register Options.
You will receive two e-mails, confirming your Username, and providing you with a Temporary Password. Please keep this information safe because you will be needing this for further training in the U.S.A. You will then return to the FTSP home page and log in with your Username and Temporary Password, this will prompt you to create a new Permanent Password of your choosing but meeting the FTSP character requirements. When the Permanent Password is created, you will be redirected to the home page once more to log in.
PART 2 - PERSONAL INFORMATION
LOG IN - On the Top Left corner, visit Manage My Personal Information.
BASIC INFORMATION - Verify that your personal information is correct, as provided during Registration.
OTHER NAMES - If you have or previously had a different name or nickname. If you don’t, simply move to the next step.
CITIZENSHIP - Provide past and present citizenship dating back to your date of birth.
UPLOAD DOCUMENTS - Verify Passport information as previously provided. Also, provide Permanent Residency and/or Assylee I-797/ I-767 and/or Visa and/or U.S. Driver’s License information and a photo of each document upload. The Applicant must provide a combination of at least two documents that contain their photo. If you’re an Assylee, you must provide an I-797/I-767, Passport, and Driver’s License (or other forms of photo ID)
ADDRESSES - Provide all addresses where you’ve lived in the last FIVE years. Each address must have a beginning and end date (with the exception of your current address) as well as a phone number. There CANNOT be more than a THIRTY-day gap between the end of one address and the beginning of another. Be sure to SAVE after entering each address and Add a new Address.
EMPLOYMENT - Provide employment information if employed; otherwise select Unemployed/Student.
Select Flight Training Request at the BOTTOM LEFT corner.
PART 3 - TRAINING REQUEST
CREATE TRAINING REQUEST - Most likely the training you’re applying for will be a Category 3. These include Initial Pilot Certification (PPL), Instrument Rating (IFR), and Multi-Engine Add-On (AMEL). Select the appropriate training application for you. If you’re training from PPL to CPL and beyond, you will submit a TSA application for each course as you go.
NOTE: TSA isn’t required for the Commercial Pilot Certificate (CPL) initial or any of the Certified Flight Instructor ratings such as CFI, CFII, or MEI.
WHERE WILL YOU BE TRAINING - Dropdown, select one of the U.S. states or territories you’ll be conducting training in.
WHO WILL YOU BE TRAINING WITH - Name of your school.
AIRCRAFT TYPE - Type of aircraft you’ll be conducting training in. Example: C172, C152, DA40, DA20, PA34, etc.
Note - Be sure to submit an aircraft type appropriate to the training you’ll be conducting. You can’t do multi-engine training in a C172.
COURSE ID - Not required
ESTIMATED START - When you plan to begin your training. TSA usually takes around two weeks to complete if documents are correct and no hurdles are encountered.
ESTIMATED END - This will depend on how often you train and what your end goal is. Simply provide an approximation. Your flight training approval will be valid for a year unless revoked.
SUBMIT
PART 4 - VALIDATION
You as well as your flight school will be notified of your application having been submitted and awaiting Validation by the Flight Training Provider.
PART 5 - PAYMENT
SUBMIT PAYMENT - After Validation by your flight school, you will receive an e-mail with payment instructions. Log in to your FTSP account and submit payment to the TSA. Your application will NOT be processed until payment is submitted by the applicant. The cost is $130.
*APPLICATION ERROR - FTSP will send you, as well as your school, an email detailing the error and solution. Once corrected, log back in and Submit your Current/Paid application. DO NOT create a new application.
PART 6 - FINGERPRINTS
FINGERPRINTS - After receiving the fingerprint instructions e-mail from FTSP, if you’re a student of Aviator Zone Academy, we will process the fingerprint payment to NATACS for you and get your Fingerprint Control Form; this might not be the case at your school. You will submit a payment to NATACS of $99 for domestically collected fingerprints or $199 for internationally collected fingerprints. With this payment’s receipt, you will also receive the Fingerprint Control Form which you’ll need to take with you to the fingerprint collector.
*International Fingerprints: You may complete your entire TSA application from abroad, including fingerprints if you’d like to save time once you arrive in the U.S. NATACS will have a listing of fingerprint collection agents abroad.
FINGERPRINT COLLECTION - The candidate must have in their possession the following: TWO valid Photo IDs (passport, U.S. resident card, driver’s license, visa, etc.) whether U.S. or foreign, FINGERPRINTING INSTRUCTIONS e-mail from FTSP and FINGERPRINT CONTROL FORM.
